1. You need a LASPPPA renovation permit — even for cosmetic work. Under the Lagos State Physical Planning Permit Regulations (2019), the Lagos State Physical Planning Permit Authority (LASPPPA) classifies “renovation” broadly: repainting, re-plastering, retiling, replacing windows or doors, reroofing, and kitchen or bathroom remodeling all legally require a permit before work begins — regardless of whether anything structural is changing. Skipping this isn’t a minor risk: LASPPPA can require work to be reversed, and unpermitted renovations can complicate a future sale, lease, or insurance claim. We factor permit timelines and requirements into every Lagos project plan from the outset, rather than leaving clients to discover this mid-project.
2. Many estates and buildings require separate approval from estate management. Independent of the state-level permit, gated estates and managed apartment blocks across Lagos typically require residents to notify or get sign-off from the estate management or resident’s association before renovation work begins — covering things like contractor access hours, noise restrictions, waste removal, and sometimes a refundable deposit against damage to common areas. This is on top of, not instead of, the LASPPPA requirement.

Lagos isn’t one market — what a renovation project needs to account for changes meaningfully by district:
Lekki (Phase 1, Ajah, Ibeju-Lekki). A high concentration of gated estates with active resident associations and defined service charges, meaning estate-level approval and access-hour rules are almost always part of the process. Newer housing stock in parts of Lekki also means renovations here more often involve upgrades and finishes rather than structural repair.
Victoria Island (VI). A mix of high-rise apartments and commercial-adjacent residential buildings, where building management approval, service elevator access, and delivery/logistics windows for materials matter as much as the renovation design itself.
Ikoyi. Older, larger properties alongside newer high-end developments — renovation work here more frequently involves both structural assessment (for older properties) and higher-end finish specification, with estate and building management approval processes similar to VI and Lekki.
Ikeja (including Ikeja GRA). A broader mix of standalone houses and older residential developments, generally with more flexibility around access and timelines than the gated-estate-heavy areas, though GRA specifically has its own resident association norms.
Surulere, Yaba, and the Mainland. Predominantly standalone houses and older apartment buildings with fewer estate-level restrictions, but often requiring more attention to structural condition assessment before renovation, given the older average building stock.
